Telephones in Mexico - the saga continues

Because the new rates for calls from the U.S.A./Canada to a cel phone in Mexico will now apparently be prohibitive for many users (14+ cents/minute) it is suggested that those who require this feature obtain "push-to-talk" service such as NEXTEL. This feature is available at a flat rate and connects across the border without the newly increased charges being levied to dial-up calls (in addition to the already existing pricey dial-up connection/roaming charges levied by the U.S.A. carriers who connect to Mexican carriers).
According to TELMEX, calls from Mexican cel phones, or a U.S.A. cel phone that is located south of the border, to an U.S.A. number will not be affected by the new regulations. See a copy of the *TELMEX announcement below.
If you are in the U.S.A., and want to contact a cellular phone in Mexico, text-messages (MOSMS formatted) can can be exchanged if both phones are MOSMS enabled and the respective numbers are dialed correctly. Some carriers in Mexico, such as NEXTEL, are MMS (Multi-Media System) enabled, and will exchange wireless Emails in this format across the border without incurring the additional new charges (hopefully - crossing my fingers!!!).
Apparently, the most cost-effective way to use a cellular device in Mexico, in particular for dial-up useage chiefly within Mexico, is to contract with a Mexican carrier. For those who will be visiting Mexico on a short visit, renting a cellular or Satphone service and device before you leave the States or Canada may be the best option.
The Voip option:
Voip works great in Mexico as long as you can maintain your DSL connection and electricity service (always a challenge).
You now can connect to Mexican fixed phone with a Vonage Voip phone located in Mexico. The rate is apparently 6 cents/minute. Calling to a Mexican cellular with a Vonage phone having a stateside area code has been enabled. Dial: 011.52.1. + the 10-digit cellular number.
I have been told Skype can connect anywhere, but the pricing structure will change upwards soon.

TELMEX informa que, por disposición gubernamental, a partir del próximo sábado 4 de noviembre operará una NUEVA FORMA DE MARCACIÓN Y COBRO PARA LLAMADAS DESDE UN TELÉFONO FIJO A TELÉFONOS CELULARES DE LARGA DISTANCIA, esto es a teléfonos celulares que estén radicados o pertenezcan a una ciudad o localidad distinta de la ciudad o localidad desde donde se origine la llamada. Esta es la modalidad “El que llama paga” Nacional e Internacional.
Para realizar estas llamadas se deberá sustituir, a partir de esa fecha, el prefijo 01 por 045, de la siguiente manera:
Tipo de llamada: Larga Distancia Nacional de un teléfono fijo a un teléfono celular de la Ciudad de México
Marcación actual: 01+10 dígitos,
Ejemplo: 01 + 55 + 1234 5678

Con esta nueva modalidad, la persona que marca desde un teléfono fijo a un teléfono celular de larga distancia generará un ahorro al teléfono destino y un cargo en el propio, ya que absorberá el cobro por tiempo aire que hasta antes del 4 de noviembre pagaba el número celular receptor.
Esta modalidad no sustituye la marcación 044; sino que es una nueva etapa en las opciones de comunicación a teléfonos celulares. El 045 sólo aplica para llamadas a números celulares radicados en otra ciudad / población, no es para hablar a un celular de la misma ciudad / población cuando esté de viaje, situación en la que sigue aplicando el 044.
Los teléfonos celulares de México también podrán recibir sin cargo alguno llamadas desde el extranjero, para lo que la persona que marque del extranjero a un teléfono celular de cualquier parte de nuestro país solamente deberá agregar el número 1 después del código de país México, que es 52, de la siguiente manera:

Try the $15 Radioshack Model ET-296 series, catalog # 43-874 (white). It comes in several colors with slightly different catalog numbers. I haven't tried it personally, but it sure looks just like the old 43-591.
Another phone that has proved to be 100% bulletproof here is the Uniden Model EXP 970. It is an 800 MHz cordless, available at Walmart for under $10, at least the last time I bought one, about a year ago. My xyl routinely chats on this phone for hours while I am in high power contests, with no complaints. One drawback to this phone for your application is that you will have to keep the battery charged, because it takes several hours for the initial charge. This phone also sounds great and has a 10 number dialing memory.

Bea Schaeffer Memorial Service
It is with great sadness I report that Bea Schaeffer passed away peacefully in her home at San Antonio del Mar recently. Bea was well known in our community for her tireless work in contributing her many talents and boundless energy to various non-profit groups in the Rosarito area. She will be greatly missed by all who knew her.
She is survived by her son Val, daughter-in-law Lauren and grandson Asa. For those of you who knew Buddy, her little dog, please know that Buddy has found a new home and is adjusting very well.
A memorial service will be held at the Olde Vic Theatre (3 blocks west of Waldo’s) on Sunday, November 19th at 2:00 p.m.

Gunfight in Tijuana (el Mirador exit on Bulevar Internacional, Thursday, 21 Sep 2006)
Now we have two second-hand accounts, and a first-hand account, plus the newspaper article with photograph. It really did happen.
The original report I Emailed to everyone Thursday morning and his brother was sketchy, and some were commenting that it could not of happened because the English-speaking media did not pick up on it.
As a community, we need to share information better and quicker. This will assist friends and family who may be traveling into, or trying to escape from an area that is dangerous. Use your cellular phone, your computer, your radio; knock on your neighbor's door, if that is what it takes. Get the word out.
Always share your travel itinerary with someone whose intelligence you trust, and do not travel alone if at all possible.
Read the newspaper account of this incident. If you don't read Spanish, get help to accomplish that; this is Mexico.
There were at least four passers-by in the immediate vicinity of the attack who suffered minor injuries and/or whose vehicles were damaged by gunfire.
Three people from San Antonio del Mar, that I know of, were caught in the traffic tie-up.
God bless the good TJ cops who are fighting the gatilleros.
Criminals seem to have plenty of ammunition and hardware (Gee, I thought guns were illegal in Mexico).

Su escolta, Jorge Eduardo Ledezma Magallón, tiene una bala
alojada en la nuca y el reporte sobre su
estado de salud indica que está muy grave.
En semejantes condiciones está el ingeniero Luis Francisco
de Santiago Ferrer, con un proyectil que penetró por la
ingle derecha pero se desvió hacia la caja torácica.
Los sicarios llevaban uniformes negros y utilizaron rifles
de asalto conocidos como “cuernos de chivo”, a juzgar por
más de 160 cartuchos percutidos y un cargador que estaban
diseminados a lo largo de casi veinte metros.
Tres gatilleros
A la hora mencionada Rivas Vaca y Ledezma Magallón
circulaban por la carretera escénica en dirección al centro
de la ciudad, en la pick up patrulla 3664, conducida por el
escolta.
Unos cincuenta metros delante de la salida de El Mirador se
les colocó por delante una Ford F-150 modelo 2000, blanca,
con un hombre en la caja trasera, el cual empezó a
dispararles.
Al percatarse que los proyectiles atravesaban el parabrisas
y se incrustaban por los costados de la patrulla, Ledezma
tuvo que detenerse para tratar de ponerse a salvo. Sin
embargo, su cuerpo recibió varios proyectiles, el de mayor
gravedad en la nuca.
Rivas Vaca corrió hacia la parte trasera, buscado
protección en la caja de la unidad.
Entonces bajaron del vehículo agresor dos individuos con
sendos “cuernos de chivo”, disparándole mientras lo
perseguían, hasta que lo lastimaron y cayó al pavimento,
herido de muerte.
Seguros de que lo habían asesinado, volvieron a la pick up
blanca y huyeron por el libramiento Rosas Magallón, hacia
San Antonio de los Buenos.
Cerca de la gasolinera “Rocafuerte” dejaron la camioneta y
abordaron un sedán Chevrolet Malibu 2005, dorado, sin
placas, que posteriormente abandonaron en el Cañón
Palmeras. Ahí se les perdió la pista.
En la pick up blanca los gatilleros abandonaron 26
cartuchos útiles calibre .223, y en el asiento posterior
del Malibu, un cargador lleno así como un proyectil suelto.
Estos vehículos fueron localizados en el operativo que de
inmediato puso en marcha la policía municipal, que incluyó
el Plan Alfa, consistente en cerrar las salidas de la
ciudad. Empero, los agresores escaparon.
Pavor de automovilistas
El tiroteo hizo que decenas de automovilistas que
circulaban en las cercanías al punto del atentado vivieran
momentos de pavor ante el temor de que los proyectiles los

parabrisas y dos en la carrocería.
Las cuatro mujeres consideraban un “verdadero milagro” que
no salieran heridas pero, al igual que el resto de los
testigos, estaban llenas de pánico y casi en estado de
“skock” nervioso.
Además, el incidente obligó al cierre del tráfico vehicular
por la carretera escénica, la avenida Internacional y en
general todos los accesos al fraccionamiento Playas de
Tijuana y a la autopista Tijuana-Ensenada.
La circulación volvió a la normalidad casi tres horas y

The police Chief attempted to repel the attack but apparently his shots failed. Although he was penetrated by several projectiles, he was conscious and transferred to the nearby hospital of el Mirador, where he expired little later."
His escort, Jorge Eduardo Ledezma Magallón, has a bullet lodged in the nape of the neck and the report on his state of health indicates that it is very serious.

Oklahoma To Hold Congressional Runoff Election on August 22, 2006
The State of Oklahoma will hold the following federal runoff elections on August 22, 2006:
Republican Party, 5th Congressional District

Uniformed service members, their family members, and overseas citizens who have not yet received their requested state absentee ballot may use the Federal Write-In Absentee Ballot (Standard Form 186) (FWAB) to vote for candidates for Federal, state, and local offices for the August 22, 2006 runoff election. All ballots must be returned to the local election official by 5:00 p.m. Central Standard Time on Tuesday, September 5, 2006. The FWAB is available from unit Voting Assistance Officers (VAO), at embassies or consulates, and is also available from the FVAP website at http://www.fvap.gov/pubs/ofwab.pdf.
You may submit the voted ballot by fax using the following toll-free fax numbers for the U.S. and Canada: 1-800-368-8683, (703) 693-5527 or DSN 223-5527 (military). Also, at http://www.fvap.gov/services/faxing.html, there is a list of toll-free fax numbers from overseas countries for use by U.S. citizens. Citizens may receive the blank ballot via fax and return the voted ballot by fax. Voters should be aware that by faxing the ballot they are waiving the right to secrecy of their vote for this election and must sign a waiver that will be included in the faxed ballot materials. A voter returning the voted ballot by fax which was either received by mail or by fax should refer to Appendix B of the 2006-2007 Voting Assistance Guide (located at http://www.fvap.gov/pubs/vag/pdfvag/appendix_b.pdf) for instructions and a cover sheet (which includes a secrecy waiver) for use when transmitting the voted ballot by fax. U.S. passport and notarial services are available Mondays to Fridays (except administrative days and U.S. and Mexican official holidays) in Room 106 at the U.S. Embassy located near the Independence Plaza (Statue of the Angel) in the center of Mexico City. Office hours are 8:30 to 10:30 am. Visitors arriving at the Embassy’s front entrance no later than 10:30am will be seen the same day. No appointment is necessary except for Consular Reports of Birth Abroad of U.S. Citizens. Western Hemisphere Travel Initiative……
All travelers, including U.S. citizens, to and from the Americas, the Caribbean and Bermuda will soon be required to have a passport or other accepted document that establishes the bearer’s identity and nationality to enter or re-enter the United States.
The initiative will be implemented in phases. The proposed timeline is as follows:
• December 31, 2006: Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean and Bermuda.
• December 31, 2007: Requirement extended to all land border crossings as well as air and sea travel.

Threat Level for the Aviation Sector Increases! This Affects You!
In response to a serious terrorist threat to international aviation security, the Secretary of Homeland Security has elevated the Homeland Security Advisory System Threat Condition to High, or Orange, for all commercial flights from the United Kingdom to the United States, and to High, or Orange, for all other international flights and all domestic commercial aviation.
The Department of Homeland Security (DHS) is also taking a number of heightened protective measures to ensure the continued safety and security of our international and domestic air travel.
Protecting the Aviation System.
The Transportation Security Administration (TSA) will be implementing a series of security measures – some visible and some not visible – to ensure the security of the traveling public and the Nation's transportation system. TSA is immediately implementing following changes to airport screening procedures:
NO LIQUIDS OR GELS OF ANY KIND WILL BE PERMITTED IN CARRY-ON BAGGAGE. ITEMS MUST BE IN CHECKED BAGGAGE. This includes all beverages, shampoo, suntan lotion, creams, tooth paste, hair gel, and other items of similar consistency.
Exception: Baby formula and breast milk if a baby or small child is traveling; prescription medicine with a name that matches the passenger’s ticket; and insulin and essential other non-prescription medicines.
• Beverages purchased in the sterile area must be consumed before boarding because they will not be permitted onboard the aircraft.
• Passengers traveling from the U.K. to the U.S. will be subject to a more extensive screening process.
Some measures will not be visible to the public. In light of the elevated threat level, the Federal Air Marshals Service (FAMS) will provide expanded mission coverage for flights from the United Kingdom to the United States.
These measures will be constantly evaluated and updated when circumstances warrant. DHS and its components have coordinated closely with the air carrier industry, airports, and state and local stakeholders to implement these significant, but necessary, security measures. The traveling public can assist these agencies in carrying out their important security duties by:
• Packing lightly, without clutter to facilitate easier screening.
• Check with your air carrier well before your flight departs for information on when you should arrive at the airport.
• Cooperating with TSA personnel at all checkpoints and gates because TSA Security Officers will be checking carry-on baggage at the gate.
• Being attentive and vigilant to any suspicious activity.
Protecting U.S.Borders. U.S. Customs and Border Protection will increase enforcement efforts in international arrival areas including the use of advanced targeting tools, special response teams including baggage and aircraft search teams, baggage x-ray equipment, specially-trained canine units, and explosive detection technology.

Perhaps you know of someone looking for something like this.
It was installed by Ed around 2002 and has been unused for the past 1-1/2 years as we have moved into a motorhome fulltime. We plan to sell the house before year-end, so the tower has to go.
It's a US Tower MA-550 55' monopole (3-sections) on the rotor base (3 to 4-foot additional height) with a Yaesu 1000DXA at the bottom (rotating tower).
Included is the lowering fixture. On top is a Force 12 C3 (full-size) and Diamond (or Comet, I don't remember) 7.5 dB UHF/VHF omni. Have about 100' of 3/8" hardline, rotor cable and a couple of runs of 9913 coax as well. A fabricated locking sheet metal enclosure for the rotor base
goes along as the system is in the front yard and I wanted to secure the rotor.
All are in great shape (inland installation) and could be removed by Ed or a 3-person crew and transported if needed. Stuff would cost well over $4K today...I'm looking for
around $2K but will consider all reasonable offers.

Five arrested for decapitation in B.Cfa. are moved to the Mexican Federal District (translation)
On June 23 (Notimex) .-The head of the Subprocuraduría office of Investigation Specializing in Organized Crime (SIEDO), José Luis Santiago Vasconcelos, said that five suspects arrested in Baja California for the beheading of three police officers and one civilian, were moved to Mexico City.
In press conference, he repeated that the suspects charged of this act of barbarism are members of "Mara Salvatrucha", which is tied to the Sinaloa Cártel.
The official affirmed that this night the five arrested will arrive at the facilities of the SIEDO and surely it will be requested that a judge will order the precautionary measure of detention ("arraigo") to continue with the investigations.
It was pointed out that in the beginning, six were the arrested, but one was released, on having verified that it was a question of a gardener who had no knowledge of the events.
Santiago Vasconcelos affirmed that another line of investigation points at a possible network of corruption in the police of Baja California, " since it is not possible that 25 vehicles with 100 armed men could have journeyed, without anyone detaining them ".
Last Wednesday the authorities of this frontier entity found in the city of Rosarito the bodies of the police officers: Jesús Hernández Ballesteros, Ismael Arellano Torres, Benjamín Fabián Ventura Isida, as well as a civilian, Fernando Aguilar, who were executed and decapitated.

She is a 16-year-old Riverside, California resident.
Date of Birth 1 May 1990
She is believed to be in Mexico in a beach area populated by tourists or ex-pats.
Camila is 5' 2" tall and weighs about 100 lbs. She has brown eyes and dark brown hair. Although her hair is shoulder length, she rarely wears it down but most often has it pulled back in a pony tail as in this photo of her at a softball game.

"In order of immediate need, here is a list of things that would be of immense benefit to the Valle Redondo clinic...
1) Walls (nonbearing): Ideally, it would be nice to crop the roof off the building and build a new roof with weight-bearing walls, but such is an impractical desire at this juncture. Therefore, so as to create consultation/treatment rooms, we would need 8 permanent walls. Once they are built, we can begin outfitting the room
2) A generator: The valle Redondo clinic has no electricity, so a generator is crucial.
3) Beds: If we could get 7-9 beds lined up for once the walls are built, it would be outstanding.
4) Cabinets: 8 or so 6ft tall cabinets for drug storage/pharmacy creation would be nice.
5) Otoscope/laryngoscopes: Preferably the wall-mounted combo sets, but if I could get 7 diagnostic sets in working condition, it would be nice.
6) Drugs: You name it, we need it!
That'll get things started. Let me know about any all options. Thanks.

This may be lethal if you want to extend the leads outside the case so as to use a larger capacity battery while it is connected to the mains.

Afloat at last-the APL Panama container vessel!
The APL Panama was pulled away from the beach at 4:41 a.m. today and is now afloat.
Tugboats pulled the 874-foot container vessel free from the sand after a dredger cleared a channel close to the ship.

APL Panama is hard aground and possibly breaking up in Ensenada, Mexico.
The rudder and propeller are about 10 feet into the sand bar.
